Under the general direction of the Senior Vice President (SVP), the Vice President – Infrastructure and Capital Programs is responsible for assisting the SVP in managing and directing the Authority’s engineering and construction programs. This role oversees the development and implementation of major capital projects, including high-profile initiatives such as MOVE2027, MobilityWorks 2.0, and the Emerald Trail program. The Vice President provides leadership, management, and technical direction to Program Managers, construction staff, consultants, and contractors, ensuring the successful and timely completion of all projects.

Essential Functions:

  • Assist in leading project management teams in adopting innovative methods and standards to expedite effective project delivery, mitigate risks, and maximize performance and outcomes.
  • Oversee project performance, ensuring teams meet both short- and long-term goals while maintaining comprehensive project documentation.
  • Ensure all project functions comply with relevant standards, laws, regulations, policies, and procedures.
  • Supervise the preparation of key performance indicator (KPI) reports to track progress and address issues.
  • Support the negotiation and implementation of capital program delivery contracts, including planning studies, automation projects, design, construction, and change orders.
  • Develop and maintain relationships with key stakeholders, including government entities, to support project objectives and infrastructure coordination.
  • Provide strategic management and policy support to the SVP and other Executive Leadership Team members.
  • Oversee project design and construction activities, including mitigation, design, right-of-way, and construction management.
  • Supervise and coordinate engineering and construction resources to ensure successful project completion.
  • Provide program and contract management oversight, including guidance to Program Managers on engineering and construction projects.
  • Develop short- and long-range capital improvement programs and assist with budget management.
  • Coordinate activities with Program Managers and the Director – Capital Programs Management Office to identify capital needs and manage key initiatives.
  • Ensure compliance with technical, regulatory, and funding requirements.
  • Work closely with the SVP and Executive Leadership Team on strategies, financial planning, development planning, grant management, and other major capital program activities.
  • Support the development of presentations for executives and external stakeholders.
  • Direct engineering and construction management strategies and lead internal teams to address issues as directed by the SVP.
  • Support other divisions in implementing budgeted capital programs and developing project scopes to meet division needs and budgets.
  • Advise the SVP on significant issues and update the CEO as requested.
  • Perform other duties as assigned.

Minimum Qualifications:

  • Bachelor’s degree in Civil Engineering or a related field from an accredited college or university.
  • Registered Professional Engineer in the United States, with the ability to attain PE certification in Florida within the first six months of employment.
  • Minimum of ten (10) years of relevant experience, including progressively responsible management experience in capital projects and contract administration.
  • Knowledge of regulatory requirements related to transit vehicle maintenance, including FTA/DOT regulations and state and local regulations.
  • Strong analytical skills and the ability to use data for decision-making.
  • Proven leadership and collaborative skills with a service-oriented approach.
  • Experience in developing and executing strategic plans and managing budgets.
  • Strong organizational skills with the ability to manage multiple projects and priorities.
  • Demonstrated ability to lead, motivate, and work effectively in a fast-paced environment.
  • Proven track record in managing major production schedules and construction programs within budget and on time.
  • Familiarity with modern program and project management techniques and relevant software.

Preferred Qualifications:

  • Advanced degree with prior senior management experience.
  • Licensed Professional Engineer.

  • Demonstrated leadership qualities including engagement, communication, empathy, critical thinking, teamwork, strategic thinking, customer focus, innovation, and integrity.
  • Extensive knowledge of construction processes, safety management, and public transportation best practices.
  • Knowledge of Federal Transit Administration (FTA) and Department of Transportation (DOT) programs and reporting requirements.
  • Understanding of collective bargaining principles, financial management, and environmental compliance.
  • Ability to analyze and evaluate program activities and procedures effectively.
  • Strong communication, interpersonal, and stakeholder management skills.

Work Environment/Physical Demands:

This in-office position requires significant collaboration with colleagues and stakeholders. The role may involve extended hours, including nights, weekends, and holidays, as well as occasional travel for meetings, conferences, or training. Physical demands may include keyboarding, repetitive motion, and prolonged sitting.
