Under the direction of the Program Manager – Horizontal Programs, the Project Manager II – Horizontal Development manages assigned capital construction projects within the division.

Essential Functions:

  • Prioritize, plan, schedule, and oversee inspection work for assigned projects, including but not limited to facilities, roads, bridges, transit systems, bicycle and pedestrian infrastructure, multiuse trails, and safety improvements.
  • Manage all aspects of project execution including safety, quality, permitting, right-of-way acquisition, project bidding, scheduling, cost control, payment certification, commissioning, closeout, and acceptance.
  • Coordinate the efforts of engineering personnel, designers, manufacturers, construction engineering and inspection teams, independent testing agencies, and contractors. Ensure safety and quality are maintained as project priorities.
  • Develop and maintain project budgets and cost estimates.
  • Participate in and lead bid document reviews, pre-bid conferences, design optimization reviews, and value engineering of project designs.
  • Procure professional and construction services in line with organizational guidelines. Develop contract scopes and evaluate and negotiate fee proposals and schedules to achieve project goals.
  • Manage design contracts to ensure timely and quality submittals. Secure right-of-way acquisition, permits, and other requirements before construction begins.
  • Review and approve contractor and consultant invoices, assess performance against project schedules, and ensure earned value reporting is maintained monthly. Verify invoice accuracy and documentation before approval.
  • Maintain thorough project records and monitor change and claim activity.
  • Review and analyze contractor change requests and claims for time and cost. Prepare recommendations for negotiations and maintain a list of Potential Change Orders during construction.
  • Assist the Program Manager in conducting public meetings, making presentations on construction plans and progress, and responding to public information requests and concerns.
  • Conduct periodic field reviews to assess progress, job site safety, security, and compliance with environmental requirements. Prepare reports on these reviews and recommend resolutions.
  • Manage construction and engineering inspection teams to ensure effective project management from contract start to closeout and handover.
  • Ensure timely responses to field inspections, reports, pay estimates, contractor requests, and claims. Manage the review and comment process for project document submissions.
  • Coordinate facility completion, occupancy, and handover processes. Ensure all punch list items are completed to satisfaction.
  • Prepare and provide periodic updates on project progress, challenges, and issues.
  • Perform other duties as assigned.

Minimum Qualifications:

  • Bachelor’s degree in Engineering, Construction Management, or a related field from an accredited college or university.
  • Eight (8) years of progressively responsible engineering or construction management experience.
  • Five (5) years of prior experience in roadway construction.

Preferred Qualifications:

  • Florida Professional Engineer’s Registration or the ability to obtain it within six (6) months of hire.

  • Understanding of materials testing and inspection processes, grant funding requirements, scope control, and change management.
  • Effective communication skills, both oral and written, with employees at all organizational levels.
  • Strong organizational, analytical, and strategic-thinking skills, with the ability to implement and monitor complex plans.
  • Ability to conduct field visits and ensure compliance with codes and laws.
  • Ability to review, understand, and interpret construction plans and specifications.
  • Capability to work in a fast-paced environment with tight deadlines and competing priorities.
  • Proven track record in budget management, stewardship, and developing multi-faceted external affairs and development programs.
  • Ability to work independently with minimal supervision and effectively within a team environment.
  • Advanced proficiency in personal computer use and project management software.

Work Environment/Physical Demands:

The position requires significant collaboration with colleagues and interaction with customers. Extended hours, including nights, weekends, and holidays, may be necessary to address emergencies or operational needs. Physical demands include keyboarding, repetitive motion, and prolonged sitting.
